The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.

OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.

Project Description

The Wildlife Division wants to develop a single data management system to collect data, track, and report on the numerous species, Wildlife Management Areas (WMAs)/Refuges, and operations programs managed by the division. The DMS for Wildlife Division will convert the DMAP (Deer Management Assistance Program) system as well as establish an efficient relational structure for wildlife management area, forestry, wildlife disease, deer, black bear, resident small game, turkey, and waterfowl data sets. The current process of recording data spreadsheets. There is an existing DMAP system that will be replaced with this project.

The scope of the proposed services will include the following:

  • Experience and expertise in web development with C#, ASP.NET, SQL Server, and HTML
  • Designs, codes, compiles, tests, debugs and documents new and existing web applications, maintenance and support of existing applications.
  • Performing quality assurance reviews and testing on new code.
  • Participates in all necessary team meetings and design sessions in accordance with Scrum ceremonies.
  • Provide technical knowledge transfer, training, documentation, mentorship and guidance to State personnel for all requested work.
  • Monitor, review and audit performance.

Expertise and/or relevant experience in the following areas are mandatory:

  • 2+ years of expertise and/or relevant experience in the following areas:  C#, ASP.NET Core, and Entity Framework

Expertise and/or relevant experience in the following areas are desirable but not mandatory:

  • Recent experience developing applications in MVC architecture using .NET Core 2.x or 3.x or .NET 5 and greater
  • VueJS
  • Bootstrap
  • JQuery
  • Javascript
  • SQL Server (T-SQL)
  • SSIS/SSRS
  • IIS
  • Agile / Scrum Methodology
  • Distributed Design Systems (SOA/Microservices)

Note: Start Date: 05/12/2025 End Date: 06/30/2026; may be extended up to 06/30/2029. Hours worked will be within the State’s core hours of 7:00 AM CT to 6:00 PM CT.
